The Luanda visit was meant to cement Angola’s position as a US ally for strategic reasons. Its announcement has already brought a windfall of investments to the Southern African country, which is important to Washington as a critical node in the electric vehicle revolution.
Its postponement just weeks to the November elections means that President Biden, who will not be on the ticket, will complete his first and last term without having visited the African continent.
