Ex Head of Civil Service Francis Muthaura Sworn In as KRA Chairman

Chief Registrar of the Judiciary (CRJ) Anne Amadi yesterday swore in Amb Francis Muthaura as chairman of the board. The CRJ also swore in Mr Charles Makori Omanga, Mr Leonard Ithau, and Ms Susan Mudhune as members of KRA’s Board of Directors.

Amb Muthaura replaced former Finance Permanent Secretary Edward Sambili while the three new members replaced Evans Kakai, Constantine Kandie, and Rashid Ali.

Speaking during the ceremony, Amb Muthaura acknowledge the immense responsibility in front of the Board and promised that the team will fulfill its oath of office.

CRJ Amadi said the Judiciary would support the Board to implement its mandate adding that Kenyans are insisting on “more accountability from public officers each day.”

Francis Muthaura, 71, assumes office after the court lifted earlier orders stopping his appointment.

Employment and Labour Court’s Justice Byrum Ongaya on Thursday last week lifted the orders he had issued stopping the appointment of Muthura and four others namely; Charles Makori Omanga, Mukesh Shah, Leonard Ithau, and Susan Mudhune to the KRA board.

Activist Okiya Omtatah had earlier moved to court to challenge their appointment by President Uhuru Kenyatta, on grounds that their nomination through a gazette notice was not competitive. He further argued that some of the appointees are beyond 60 years, the retirement age for public workers.

Amb Muthaura’s term will end on October 2019.
