EAC member states are set to move forward with the implementation of a harmonized data governance system following the validation of a regional policy framework.
- The framework aims at matching data governance across Partner States to foster secure, efficient, and inclusive digital systems.
- The validation of EAC data governance systems alligns with the African Union Data Policy Framework (AUDPF), adopted in 2022.
- The AU framework aims to provide a multi-year blueprint for how the AU will accomplish its goals for Africa’s digital economy.
“Data is at the heart of our economic future. Effective data governance will enable the region to harness the benefits of digitalization, while ensuring that citizens’ data is protected and used responsibly,” said EAC Principal Information Technology Officer, Eng. Daniel Murenzi.
“By developing the EAC Data Governance Policy Framework, we are creating a unified regional approach to data governance that aligns with continental priorities and ensures the safety and efficiency of digital services in our region,” he added.
Prof. Venansius Baryamureeba, the lead consultant in the development of the framework, underscored the importance of a unified approach to data governance. “Data protection is no longer an option; it is a necessity for building trust in the digital economy,” he said.
“Concerns about a coherent cross-border data transfers policy for the continent add to the focus on data protection and privacy of the Framework,” Mercy King’ori Policy Analyst.
“At its heart the Framework calls on Member States in Africa to collaborate through regional institutions and relevant stakeholders towards regional and continental harmonization of digital policies. Like African Continental Free Trade Area Agreement and other initiatives, the Framework is designed to spur the creation of a common digital market.”
